Help settle this FIFA 12 argument friends...Should this foul result in a Penalty Kick or a Free Kick?

Drew from Big D Soccer dug this up and posted it over at his personal blog, WVHooligan. Somehow, the Revolution are in the top half of payrolls in this league. This makes me very sad.
